What should a teacher do when students keep talking out of turn in her classroom?
This is a middle school classroom. The students do not raise their hand to answer/ask questions. She just keeps reminding them you need to raise your hand and does not call on them until they do so or ignores them. What’s a better techinique so she does not have to keep taking time out of the class period to remind them? This is a special education classroom. Also what could she do if a student keeps whining instead of just ignoring his behavior or lecturing him.
For the kids not raising their hands- One idea is she could praise the students that do raise their hands (i there are any). Or another idea is she could have some kind of system that gives consequences to those students that call out without interrupting class, like if a student calls out then she takes points off of his/her participation grade.
For the student that whines, the teacher could separate him/her rom the rest of the class (like a time-out) and then after the student has calmed down, go talk to the student about what he/she did wrong.

Linear seating with consideration to pairing non-involved students. Center attention on instructor. If they are centered on instruction, you will have minimal behavior issues. Too much non-structured time leads to too many student interaction.

You can regulate a class if you have a box of paper clips. Seriously. Give each student in the class two or three paper clips before a lecture. Explain to them that if they ask or answer a question spontaneously they lose a paper clip. The goal is to keep all of their paper clips throughout the lecture. Make it a competition with a tangible prize. Can you give bonus points or a coke or a candy bar? Fancy pencils, stars or something? This even works for college ESL students!
If a student keeps whining, s/he may need some extra attention or praise. Praise and rewards are some of the easiest ways to manage a student. Try to find something- anything- to brag about. Every day a teacher should ask him/herself: how much correcting have I done? how much confidence boosting have I done?
